Development of a Hierarchical Model of Criteria for Construction of Nuclear Power Plants in the Light of Nuclear Accidents from World War II to the Ukrainian–Russian War is a research study authored by Malek Khalaf Albzeirat, Osama M. Alkhawaldeh, Nadhum H. Safir, Nazih A. Bin-Abdun, Ahmad Khalaf Alkawaldeh, and Kadhim H. Suffer. The study develops a comprehensive hierarchical framework for selecting and evaluating suitable sites for nuclear power plant construction by incorporating lessons learned from major nuclear events and accidents spanning from the use of nuclear weapons in 1945 to the Ukrainian–Russian War. Through an extensive review of historical nuclear incidents, technological developments, environmental considerations, geopolitical risks, and modern security challenges, the research identifies the evolution of site-selection criteria and proposes additional factors that should be integrated into contemporary nuclear infrastructure planning. The proposed hierarchical model supports decision-makers by providing a systematic approach to evaluating potential nuclear power plant locations while addressing safety, environmental protection, emergency preparedness, and emerging geopolitical threats. The study contributes to improving strategic planning and risk-informed decision-making for the sustainable and secure development of future nuclear energy projects.
