ملخص

تبحث هذه الدراسة دور مجلس الأمن في حل المنازعات المسلحة الدولية، وقد استندت الدراسة إلى فرضية مفادها وجود علاقة بين هيمنة الولايات المتحدة الأمريكية على مجلس الأمن وإزدواجية قراراتها وتعاملها مع المنازعات بما يتوافق مع مصالح الدول الكبري وأعضاء مجلس الأمن الدائمين.

ولقد عمل الباحث على استخدام المنهج التاريخي التحليلي لاثبات هذه الفرضية، وفي النهاية توصلت الدراسة إلى نتيجة مفادها أن التحول في النظام الدولي إلى أحادي القطبية جعلت الولايات المتحدة تنفرد في اتخاذ القرارات بما يتوافق مع مصالحها أو مصالح حلفائها، مما حد من سلطات الأمم المتحدة في القيام بواجبها بحفظ السلم والأمن الدوليين وعملت على آثارة الأزمات الدولية واستخدام القوة في معظم الحالات بدلا من تسويتها بالسلم، وأصبحت القرارات الصادرة تختلف شكلاً ومضموناً مع حالتين متشابهتين موقفاً ونتيجةً ليطغى على المنظمات الدولية طابع الإزدواجية والكيل بمكيالين.

Security Council Rule in Solving International Armed Conflicts

Abstract

This study discusses the Security Council rule in Solving the international armed conflicts, the study relied on the hypothesis that the United States of America is playing a hegemony and double standards of its Security Council (S.C.) decisions and the way the they deal with conflicts that suits the permanent members of the Security Council.

The researcher used the historical statistical analysis to prove his hypothesis, the study reached the conclusion that the International system had turned to Unipolar that made the United States become take individual dominations over the decisions of the (SC) in a way that suits its interests with her allies, the thing that limited the United Nations (UN) from practicing its main duties in restoring the international peace and security , stir the international conflict and the use of force in many cases instead of settling the international conflicts peacefully, therefore, the issued had become for the identical cases resolutions and decisions may face duality and double standards.
