دور مجلس الأمن في حماية السلم والأمن الدوليين

ملخص

تبحث هذه الدراسة دور مجلس الأمن في حماية السلم والأمن الدوليين، وقد استندت  الدراسة إلى فرضية مفادها أن هناك علاقة ارتباطية بين تطبيق الوسائل السياسية والقضائية واستخدام القوة بموضوعية وحيادية دون تدخل الدول العظمى، وبين فاعلية مجلس الأمن في حماية السلم والأمن الدوليين، وقد عمل الباحث على استخدام المنهج التاريخي التحليلي لإثبات هذه الفرضية. وفي النهاية توصلت الدراسة إلى نتيجة مفادها بأن لتفرد الولايات المتحدة منذ سقوط الاتحاد السوفيتي عام 1991، قد جعل مجلس الأمن يسير بما يصدره الكونغرس الأمريكي من قوانين وقرارات خصوصاً فيما يتعلق بالوطن العربي، ففي عام 1991 تم تدمير العراق كأقوى بلد عربي، وفي عام 1998 صدر عن الكونغرس الأمريكي قانون ضرب العراق، فكان هذا القانون أول قانون علني يُعنى بتغير النظام العالمي الجديد. فبدلاً من أن يكون مجلس الأمن هو المسؤول عن حماية السلم والأمن الدوليين، أصبح مجلس الشيوخ الأمريكي هو المسؤول عن إدارة العالم. وأدى شعور بعض الدول بأن مجلس الأمن أصبح تحت الهيمنة الأمريكية وأنه ينظر إلى المنازعات الدولية بمعايير غير ثابتة، مما دفع بالدول إلى الاعتماد على نفسها والتسلح بكل استطاعتها تحسباً لأي هجوم عليها، ومن هذه الدول، الهند والباكستان وكوريا وإيران، كما العديد من الدول العربية مثل السعودية ومصر والأردن وغيرها قد أعلنت عن نيتها بامتلاك مفاعلات نووية سلمية.

Security Council's Role in the Protection of International Peace and Security

Abstract

This study examines the role of the Security Council to protect international peace and security, the study was based on the assumption that there is a correlation between the application of the political and judicial means and the use of force objectively and impartially without the intervention of the great powers, and viewed the effectiveness of the Security Council to protect international peace and security. The researcher used the historical and analytical approach to prove this hypothesis.In the end, the study reached the conclusion that the uniqueness of the United States since the fall of the Soviet Union in 1991, has made the probe security goes as issued by the US Congress of laws and decisions, especially with respect to the Arab world, in 1991 was the destruction of Iraq's most powerful Arab country, and in 1998 an act released from US Congress to strike Iraq, this law was the first public law change it means a new world order. Instead of the Security Council is responsible for the protection of international peace and security, the US Senate he became responsible for running the world. This led some countries to feel that the Security Council has become under American hegemony, and that international disputes standards are not fixed, which prompted countries to rely on themselves and arms with all its capacity in anticipation of any attack on them, countries such as India, Pakistan, Korea, Iran, and many Arab countries, such as Saudi Arabia, Egypt, Jordan, and others which had announced their intention to possess peaceful nuclear reactors.
